yes it is still in development but it seems like that there will be a open beta test soon .
so if you are able to translate korean into your language you can buy a account somewhere if you want and play this game

the last cbt which was the 2nd closed beta btw only featured 4 classes. We have yet to see the full character creation as well as the remaining classes, skillsets, etc.

Also for just testing the game (without understand much of it) advanced cbt accounts (cbt 3 and ongoing) usually do not cost that much. Also the download and installing is usually the same for all game and applications and pretty easy to understand.
