The queue opens at that time, sieges start 10 minutes after, and you can join until they end if there is any open.

Well, seeing how the english guild died since the latests patches I wouldn't release it either without all the classes and the level 50 patch.
Sadly many of the content was made irrelevant with the latest additions to Basel Canyon, not worth doing bosses or dungeons, the routine became stras sieges, basel dailies, basel dailies with alt 1, basel dailies with alt 2, etc.
And even Basel stopped being fun to me since the latest merges because it became a zerg thing: go to X boss with other 200 people, press 1, press 2, boss dead, repeat.
If you are going to release the game in the current state I hope that you can at least make some adjustments to dungeons and world bosses to make them relevant again.

You probably have some file corrupted or something, I would try a reinstall I guess.
You need to treat those files like the english patch files, they are modified files so they trigger the file check.

In short:
-Everytime the game makes an update make a copy of the original game files that you usually replace, on this case the .ini files.
1- Restore the original files that you copied everytime you launch the game.
2- Launch the game, when 1st file check appears uncheck the box
3- Once the 1st file check is done go and paste any file you want to modify (english patch, ini files, etc)
4- Go back to the 1st file check window and press the red button to continue launching the game.

There is no remodel or dye systems for now, but they mentioned a few months ago that they were working on a remodel system if I recall right.
Currently the only way to change appareance of weapons and armor is with the costume system, but there aren't many costumes either, for example, for weapon costumes we only had the "rose weapons" so far.

It's because of your files, I guess their size is 16,6gb.
I had to reinstall a month ago and had to redownload the game again, the new files size is 16,8gb, installing the old files will produce the error you are describing.
If you are talking about the seagm accounts they are safe also, a lot of people in the guild bought accounts and pmang credits from that site and none had a problem so far, it's the cheapest site we know (2,29€ per account).
The downside is that they run out of stock often and sometimes they take a few days to restock.
Keep in mind that the "use to launch" folder might not be up to date all the time, there are updates often, so if you see the game downloading something new make a copy of your KOR folder before replacing it and use your copy to launch the game the next time.
If you need the new original KOR folder i can try to upload it later, for some reason my internet won't upload things now on discord or mediafire O.o
But if you delete the folder the file check should restore it.
The siege video looks good, what I was at the very least specting about capital sieges, we will see how it is, I really hope that they increase the amount of territories attackables though, else its going to be really limited to just a few.
I'm also worried about the consumables, precisely because you have to spend time gathering or farming money, time that otherwise I could spend doing pvp or something else that I enjoy, and if they are that good they will be must have to be competitive, then in the fights the wallet becomes more imporant than the skill.
They could also unbalance the AP value again, currently I think the AP ratio per day is fine, considering what you have to do daily, but if you need to make a lof ot those consumables you will need a lot of AP more, then AP potions might become relevant and give an edge to those that use them, something that doesn't really happen currently.
The only thing that comforts me is that they seem to have 5 minutes cd, so we will see how they end impacting the game.

I guess your only option is to use a card, you don't even have a debit card to retrieve money on ATM? Those work in paypal too.
You can always ask your bank for a debit card or a virtual debit card i guess.
